There is a new Council of Europe Recommendation that was adopted in February to member states about the importance of multilingual education. The recommendation addresses a concern: there is a tendency on the part of public authorities and civil society to think that proficiency minority/migrant languages -- which is increasingly widespread -- is harmful to societal cohesion. The Recommendation emphasizes the benefits of learning several languages and how it actually contributes to integration and democracy.
It sets out a holistic vision for language education, one which places language at the heart of all learning and which embraces all languages, and all educational sectors and players.
